Richard Riordan

From MSNBC, (via septic tank at dKos.)

"They were turned back by the bureaucrats.  They weren't allowed in.  In L.A., we brought the private sector in early in the morning of the Northridge earthquake.  We got them to bring buses.  We got the homeless large tents.  We had corporations bring water or food to them immediately.  And it was the private sector who was set up to do this. The public sector can only write checks.  They can't make these things happen...What the president should have been doing is calling the CEOs of all of these major companies saying, "I'd like you in there with buses, with food, with helicopters, with boats, et cetera," starting the moment he heard about it."
